Previous projects

In 2023, the European Studies Unit implemented:

  1. The Strategy and Policy Studies (SPOS) research program, in order to substantiate the decisions taken at national level in the field of European affairs. The studies included in the SPOS 2023 project are available here (in Romanian):
    • Building a resilient European economy by 2040. Romania’s integration into the European value chains. 
    • The European integration process in the Western Balkans. Romania’s perspectives and orientations.
    • The role of regional cooperation mechanisms in the current geopolitical context. Opportunities and challenges for Romania. 

In 2022, the European Studies Unit implemented:

  1. The Strategy and Policy Studies (SPOS) research program, in order to substantiate the decisions taken at national level in the field of European affairs. The studies included in the SPOS 2022 project are available here (in Romanian):
    • Food security, as an element of the Common Agricultural Policy and Romanian agriculture in the European context. Challenges for 2023 – 2027
    • Interconnectivity in the European Union – challenges for the future of transport policies in 2030
    • Youth and climate change: policies and response measures at European level

In 2021, the European Studies Unit conducted and finalized the following research activities in the field of European Affairs:

  1. The Strategy and Policy Studies (SPOS) 2021 series, aimed at substantiating the decisions taken at national level in the field of European affairs. The research activity took place between June and October 2021.
  • The studies included in the SPOS 2021 project are:
    1. The future of the European Union: risks and scenarios for 2030. A cohesive Union facing global challenges
    2. The strategic resilience of the European Union, technology and digital fields included: future scenarios and Romania’s contribution
    3. The European Green Deal: opportunities and challenges for Romania’s sustainable development
    4. The post-pandemic economic recovery. Opportunities for Romania on medium and long term
    5. The consolidation of the EU-US relationship in the new geopolitical context, including the challenge of emerging technologies. Opportunities for Romania

2. The project “A Key Access to EU Rights — EUReKA”.


In 2020, the European Studies Unit conducted and finalized the following research activities in the field of European Affairs:

  1. The project Consolidating and promoting Romania’s position as a relevant actor in the decision-making process at the European levelcode SIPOCA/mySMIS nr. 400/115759, that was implemented between October 2019 and October 2020. The core activities included:
    • Running 5 workshops, one for each thematic analysis, between 29 January and 13 February 2020;
    • Organising 5 public debates, one for each thematic analysis, in March and April 2020;
    • Elaborating the final version of each thematic analysis by the team of researchers.
  2. The project ”Towards a Citizens’ Union” project, that was implemented between 2017 and 2020, in the context of EIR membership to the EPIN Network:
    • As requested by the project, a series of three collective volumes on topics such as direct democracy, representative democracy and democratic accountability will be published between 2018 and 2020;
    • The first volume has been drafted and published in November 2018 and it includes a chapter on Romania, written by Mihai Sebe and Eliza Vaș;
    • The second volume has been drafted and published in May 2019 and it includes a chapter on Romania, written by Mihai Sebe, Bogdan Mureșan and Eliza Vaș;
    • The third volume has been drafted and published in March 2020 and it includes a chapter on how can technology facilitate citizen participation in the EU, written by Mihai Sebe, Bogdan Mureșan and Eliza Vaș;

Strategy and Policy Studies – SPOS

Anticipating the challenges Romania faced in the post-accession period, the European Institute of Romania launched the Strategy and Policy Studies –SPOS research project.

The project started in 2006 and continues the series of Pre-Accession Impact Studies initiated in 2001.

The studies carried out within the framework of the new project, SPOS, are meant to assist Romania in fulfilling the obligations derived from its status as EU Member State and seek to define and support with arguments some elements that underlie the post-accession policies and Romania’s position regarding the European construction.

The studies address several key issues, starting from the need to enhance the strategic dimension of the policies and from the anticipation of the European and regional trends, positioning Romania’s performance on a regional scale, carrying on with the concern regarding the evolution of the European society and concluding with specific internal policy exigencies.

Pre-Accession Impact Studies – PAIS

Between 2001-2005 the European Institute of Romania coordinated a series of three projects on the impact of Romania’s accession in the European Union (Pre-Accession Impact Studies – PAIS), projects that intended to support the Romanian authorities in the accession negotiation process of Romania to the European Union.

The general objective was to contribute to the improvement of the policy-making process from the EU accession perspective, by providing both evaluations based on empirical approach or econometrical models and institutional or legislative proposals in order to improve the policy implementation process.

During this period, the studies represented specific benchmarks for preparing the accession negotiations and for developing and substantiating the pre-accession policies.
