As the whole world is struggling to address and contain the multiple interconnected crises generated (or accelerated) by the COVID-19 pandemic, another looming global problem risks to become uncontrollable. While referring to the concept of “hydraulic civilization” introduced by historian Karl Wittfogel, the author warns against the potential for climate change to fuel illiberal and authoritarian temptations.
