The European Institute of Romania (EIR) and the Council of Europe (CoE) have signed a new grant agreement, this time to implement the initial phase of developing the ECHR Knowledge Sharing platform (ECHR-KS) into Romanian and the localisation of its materials.
ECHR-KS, a one-stop platform, serves as a source of ECHR case-law analysis and is publicly available in both official languages of the Council of Europe (English and French) since October 2022.
For the member states, the main benefits to have the ECHR-KS platform up-to-date and available in the national language are:
- Enhancing accessibility: National legal professionals and the general public will have better access to the most up-to-date analytical materials on the ECHR and its case-law;
- Improving national legal practices: It will strengthen the ability of legal professionals to identify Convention-related issues early and effectively address them in a coherent manner at the national level;
- Reducing misunderstandings: The availability of the platform will help avoid potential misinterpretations of the ECHR case-law by legal professionals speaking their national language;
- Broader implementation: The member state will then have the possibility to be supported in embedding the ECHR-KS platform into national practices and judicial procedures.
It is estimated that the ECHR platform available in the national language will increase awareness of human rights issues, enabling earlier identification of systemic Convention-related issues at national level and further reinforcing the principle of subsidiarity.
The implementation period of this grant agreement is 1 October 2024 – January 2025.
