The European Institute of Romania announces the publication of a policy brief in the micro-studies collection, titled: “Combating hybrid threats: institutional competences and the need for cooperation in Romania”. The paper, authored by two guest experts in cybersecurity – Maria-Manuela Catrina and Vlad Drăguș, investigates how the absence of a clear legal framework and unique operational definitions for hybrid threats, may lead to difficulties in identifying the authorities with competences in this area.
